Golden Heights I is a state-aided Chapter 667, elderly and handicapped housing program,
providing housing for qualified low-income elderly and
handicapped persons. The state-wide Chapter 667 program began in 1956 to
house elderly residents and represents roughly 2/3 of state public housing. It was expanded to include persons with disabilities at the end of the 1960s. In 1995, the state Legislature amended c. 121B, §39 to require DHCD to implement a placement ratio in state-aided elderly/handicapped housing. The placement ratios were established to meet the public
policy objective of achieving a population of 13.5% of non-elderly
persons with disabilities households in the Chapter 667 program. Located on a private way off of Slater Street, nine garden-style walk-up buildings contain a total of 72 apartments surrounding a community building.
The community building at 10 Golden Heights houses the Authority’s main offices, along with a laundry room and social area. Seven units at this property are wheelchair accessible. Golden Heights I was developed in 1975 and all apartments have one bedroom. Residents pay approximately 30% of household income for rent including heat, hot water, cooking, and electricity. Applicants must be age 60+, or under age 60 with a qualifying disability. This property was funded, and continues to be regulated by the state’s Department of Housing and Community Development. Golden Heights II is a federally-assisted development located adjacent to Golden Heights I, and extends to North Main Street. Six garden-style buildings contain a total of 61 apartments. This development has its own community building and laundry facilities. Six units at this property are wheelchair accessible. Golden Heights II was developed in 1983 and all apartments have one bedroom. Residents pay approximately 30% of household income for rent including heat, hot water, cooking, and electricity. Applicants must be age 62+, or under age 62 with a qualifying disability. This property was funded , and continues to be regulated by, the US Department of Housing and Urban Development. There are no priorities or preferences considered in the application process at this location; applications are processed by date/time received.

Family Public Housing
The family state-aided public housing program provides housing for low-income families in neighborhoods throughout the state. The Webster Housing Authority has one Chapter 200-1 program for family housing on Second Island/Thompson Road, across from Webster Lake’s public beach entrance. The statewide Chapter 200 program was first established in 1948 to provide housing for returning World War II veterans. Today it is primarily a program for any eligible family, though veterans are still eligible
and retain preference for those units. Local residents also retain preference. There are a variety of building types in the Chapter 200 program, however Webster’s property dates back to 1954 and contains a combination of duplexes and four-plexes with a total of 30 townhouse style apartments. Each apartment has a private entrance/exit. Apartments contain one or two floors, in addition to basements with washer/dryer hookups. There is no community space or social area at this property. Two apartments are wheelchair accessible with one bedroom each. There are twelve two-bedroom units and sixteen three-bedroom units. This property was funded, and continues to be regulated by, the state’s Department of Housing and Community Development.

The housing authority developed sixteen bedrooms for special needs housing in 1996.
Statewide, these Special Needs Housing programs (Chapters 689 & 167) provide
housing with specialized services for persons with mental illness, or
developmental or physical disabilities. The purpose of these
programs is to provide on-site services so tenants can maintain a
maximum level of independence. Two locations on Golden Heights and North Main Street provide managed living arrangements for people
eligible for services offered through the Department of Mental
Health (DMH) or Department of Developmental Services (DDS).
The housing authority owns the building and leases it to residential services
providers, which provide necessary service staff to assist residents.
Eligible residents are referred to the group living environment directly
by the Department of Mental Health or the Department of Developmental Services.
